Investigation and Perpetrators

  • Perpetrator: The driver of the car was identified through DNA matching as Dr. Umar un Nabi (also known as Umar Mohammad), a doctor from Pulwama, Jammu and Kashmir, who worked at Al-Falah University in Faridabad. Investigators believe he was a suicide bomber and may have detonated the bomb prematurely due to pressure from ongoing police raids.
  • Terror Module: The blast was linked to a larger inter-state terror module, members of which included other doctors and medical professionals.
  • Arrests: The NIA and police have made multiple arrests, including a Kashmiri resident named Amir Rashid Ali, the registered owner of the car, and several other individuals, some of whom were doctors at Al-Falah University. The Enforcement Directorate (ED) also arrested the founder of Al Falah University on money-laundering charges related to the case.
  • Planning: Investigations revealed the module was planning coordinated, serial attacks at multiple locations, possibly using drones and small rockets, with December 6 mentioned in their diaries as a potential target date. The motive was reportedly “revenge”

Aftermath

  • The Indian government officially labeled the incident a “terrorist incident”.
  • Security was heightened across the National Capital Region and other major Indian cities and installations.
  • The Red Fort metro station was temporarily closed for security reasons.
  • The house of the main suspect, Dr. Umar Nabi, in Pulwama was demolished by security forces as a punitive measure.
  • The Delhi government announced compensation for the victims’ families.

Investigation Status and Latest Arrests

The investigation, led by the National Investigation Agency (NIA), is ongoing, with several arrests made and new details emerging about a sophisticated terror plot.

  • Key Arrests: The NIA has arrested multiple individuals, including:
    • Amir Rashid Ali: The registered owner of the Hyundai i20 car used in the attack, arrested in Delhi on November 16, 2025.
    • Jasir Bilal Wani: An “active co-conspirator” arrested in Srinagar on November 17, 2025, for allegedly providing technical support, including modifying drones and attempting to make rockets. A Delhi court has remanded him to 10 days of NIA custody.
    • Jawad Ahmed Siddiqui: The founder and chairman of Al Falah University, arrested by the Enforcement Directorate (ED) on November 18, 2025, on money-laundering charges related to the case.
  • Expanding the Network: The module is believed to be linked to the Jaish-e-Mohammed (JeM) and Ansar Ghazwat-ul-Hind (AGuH) terror outfits. Investigations revealed the group was planning coordinated, multi-location attacks, including potential drone and rocket strikes.
  • Forensic Evidence: Investigators are exploring a theory that the suicide bomber, Dr. Umar un Nabi, may have also attempted to operate as a “shoe bomber,” as a shoe with a metallic substance was recovered from beneath the driver’s seat. Traces of the TATP explosive have also been found in the area, suggesting multiple explosive components were used.

Perpetrator Details and Motive

  • Umar un Nabi’s Video: An undated, self-shot video of the suicide bomber, Dr. Umar un Nabi, has surfaced online, in which he speaks about “martyrdom” and attempts to justify suicide bombings. The government has cautioned media channels against airing such propaganda videos.
  • Premature Detonation: Initial investigations suggest the blast may have been premature, and did not cause as much damage as intended, possibly because the suspect panicked due to ongoing police raids and the prior arrests of his associates in Faridabad.

Broader Implications and Aftermath

  • Security Measures: Security has been intensified across the National Capital Region and other major Indian cities and installations following the incident and subsequent threat emails to schools and courts.
  • International Connection: The investigation is looking into the foreign links of the module, particularly in Turkey and Afghanistan, and a digital fundraising network using apps like SadaPay has been uncovered.
  • Victims’ Recovery: Many of the injured are still recovering in the hospital, with some having incurred severe injuries and fractures. The Delhi government has announced compensation for the victims’ familie
